For my previous employer (a small independant ISP, where I was the only tech, long story, shitty job in the end), the arrangement was that I had to get my own phone, and make sure it worked, and they would pay 90% of every bill (unless there was anything unreasonable on there, which didn't happen).
My current employer doesn't do anything of the sort, as we all communicate via IM and IRC (and barely ever meet in person), but in case of emergency stuff with servers, we do call to wake others up if we need it.
That just sounds so much like Cygnus. The IM/IRC (except they were ICB which sort of combines the two) thing. My former employer was just starting to get in to IM for everyone and they had issued cell phones to certain employees (mainly the ones who worked everywhere in the building instead of just at their desks.)
