... here's a lovely little piece of doublethink, via Bruce Schneier.  Authorities want people to report "suspicious" packages or behavior ... but if you report something in good faith, and it turns out to be innocent, you may end up in jail for making a false report, like this poor schmuck in Travis County, Texas.

...seems a subsequent update finds that the guy who called it in was ALSO the person who placed the backpack.  Dude sounds pretty lightly balanced to me.

Actually, Schneier has a followup - apparently the guy "reporting" left the package himself.
