Or more to the point, on whether ubiquitous surveillance actually makes us any safer.  (His unsurprising conclusion:  It doesn't.) Whether this actually constitutes a failure or not depends on whether or not you consider the real purpose of ubiquitous surveillance to actually have anything to do with public safety.
