About 4,000 pages of enabling regulations.

$800 billion.

13 hours between release of the final version of the bill, and the vote on it.

Do the math.

Hands up, anyone who believes that anyone in Congress not involved in drafting the bill got time to read it before they voted on it.

That's exactly the example (or counter-example, depending how you look at it) I had in mind, yes. (Although in the case of the PATRIOT Act, all but a few members on both sides of the aisle voted for it anyway.)

USA Patriot Act was the first thing that came to our minds, too. If memory serves, Patriot went through so fast that some members of congress couldn't even remember it's NAME when talking on interviews shortly after the vote.
