Sure, they work. That's not the point. Look what's in the bag. You can't roll the top down without bending, folding and mutilating the scallions.

Note the bag refers to itself as a "reclosable" bag, not a "resealable bag. That li'l tab provides a mechanism for keeping the bag closed. Not sealed, just closed.

I'm not sure I see the FAIL here.

It seems better than the ones with the zip lock that have the 'cut' line below the ziplock... Or the ones that you are supposed to rip open but are resealable but when you rip it open it rips at the ziplock. Then there's the ones that have a ziplock that is melted shut.

Or the previous package of scallions, that had a ziplock cunningly hidden at the bottom end of the bag where most people won't see it...

Speaking of the contents of the bag, by the way, those aren't shallots (http://upload.wikimedia.org/wikipedia/commons/2/22/Shallots_-_sliced_and_whole.jpg), they're scallions (http://upload.wikimedia.org/wikipedia/commons/5/59/Scallion.jpg). Very different flavor.
