Kindly look at my last three posts. Note that all three are styling blockquotes in different ways. The templates for all three are theoretically the same. Only the first and third of the three are rendering correctly behaving correctly when the quoted, linked text is moused over.
Whiskey tango foxtrot, over.
Update:
Above text edited slightly for clarity and to correct a minor misstatement.

If you mouse over the quoted text on this post quoting James Nicoll (http://unixronin.livejournal.com/490452.html), the text becomes underlined (and, if you haven't visited it yet, becomes highlighted), and you get a "hyperlink available" cursor (for Firefox, a pointing hand). If you have already visited it, it does not highlight, but still underlines when moused over. That, for a linked blockquote, is correct behavior as defined in my CSS. This one (http://unixronin.livejournal.com/490842.html) does the same thing. But the quoted link text in this one talking about Salman al-Oadah () doesn't do anything at all when moused over. For me at least, it neither highlights nor underlines.
Similarly, this post about the bungled post-9/11 cleanup (http://unixronin.livejournal.com/485904.html) highlights and underlines properly, but this one about "burning salt water" (http://unixronin.livejournal.com/486427.html) doesn't.
They should all act the same. But for some reason they're not doing so.

Not that this has anything to do with CSS specifically, eh?
