So, I'm trying to call the Nashua office of the Social Security department to talk to the disability determination people.  Most of the time, the phone is busy.  When it's not busy, you get a voice menu system.  The voice menu system does not have an entry for disability claims.  The fallthrough is "speak to a representative."  There is no queue, so if there's no-one available at the moment that you call, the phone system just tells you "All representatives are busy" and disconnects you.

Your tax dollars at work falling down on the job....

This is intentional.

The current Administration is dedicated to the proposition that The Liddle Peepul are undereducated and undeserving of the largesse of the government -- and therefore, everything possible must be done to keep them that way. If one wants to reap whatever benefits of Democrat-led legislation may be left, one must do so without the help of current governmental agencies. That means that you must present yourself in person to the office of the agency, wait a long time for an overworked and harried "civil master" to see you, and then NOT GO AWAY until that person agrees that helping you is easier than looking at you.

Cynical? No, I'm not cynical. Why do you ask?
