It'd probably have to be a meta-namespace that was redirected on the fly by some periodical database somewhere that knew what was and wasn't available online ...

Some sort of amalgamation of Reader's Guide to Periodicals with Yahoo... returns the RGP entry first and a link to the on-line version if available. I don't think RGP is on-line, which is a damn shame.

How about a unified card catalog, with hooks into your local library to make an inter-library loan request if the book wasn't available, and to Amazon if you had to buy it...

No, I don't see any online version of RPG either. This is something that could be put together by a third-party site, if the data existed online. Or could be found online.
