Yeah, that was my first thought as well, but it looks like the -4 dexterity modifier is accounted for. What's missing is the +2 size modifier for being tiny. He ought to have a base AC of 8. A situation adjustment might give him an AC of 6 if he were entangled, cowering, blinded, stunned, frightened of shaken. Don't shake the baby!
