I'd go with padding the underside of the stairs. But then, we've got a spot on our stairs that only my daughter and the animals are safe from...

That's what I was thinking as soon as I read your post. One year we had foam and duck tape all over the house to protect our oldest when he was young. Unfortunately, he found the one spot in the house we hadn't covered yet, yep, the staircase.

there is still (40 years later) a lump of tape and padding on the bottom front corner of the cupboard over the stove at my parents' house :D

A nice decorative quilt with lots of padding behind it. If you are going to pad, make it look good.
That was the major reason why we didn't buy a certain house. 6 foot stairwell, 6 foot 4 inch husband.
