My thought is that you should be able to show that truck to a DOT inspector and get Budget bent over a sawhorse damn quick. Broken leaf springs are a pretty obvious sign of negligent maintenence. Big trucks are supposed to get inspected on a fairly regular basis, to ensure that this sort of thing doesn't happen.
