In 1988, the Orlando Sentinel had an editorial stance regarding the then new state lottery that has always stuck with me [paraphrasing]:

"The lottery poses a fundamental question:  If a fool and his money are soon parted, does the state have an obligation to provide the means?"

When the California Lottery (to fund education!) was on the ballot, a friend called it, "a tax on the stupid." Which, of course, is perfectly appropriate, given that the funds were going to education...
